Rise governs a pair of trousers the same way it governs jeans: two pairs in the same waist size but different rise heights will sit at different points relative to the natural waist, which changes how the whole leg length and proportion read even before accounting for the cut. Checking the rise callout, not just the waist measurement, is the more reliable starting point.

A wide-leg silhouette is cut with deliberate volume through the leg as a design choice, not as extra room to compensate for uncertain sizing — a wide-leg trouser in your correct waist size is meant to read voluminous through the leg, and sizing down to reduce that volume usually throws off the waist and rise fit instead. The volume is the point of the cut, not a flaw to correct for.

Fabric drape changes how that volume actually behaves: a crisp, structured fabric holds the wide leg's shape away from the body in a straighter line, while a fluid, fine-drape fabric in the same pattern will move and skim closer to the leg as you walk. The same size, same cut, in two different fabrics can read as two different silhouettes.
